There is unfortunately many reasons why an adsl connectioncan have issues establishing and maintaining a solid connection. Lets start at the phone exchange, distance is a major factor, most adsl providers will service qualify your premises with software tests to determine if you are going to be able to have a usable connection, around 5 kilometres on copper lines is when the service starts to become unrealistic. The best connection you could have is if you lived 50 metres or less from your local phone exchange and had recently had the Telstra services in the street completely reinstalled, ie all the cabling and lines to your premises.
